Not if the dehorning process was properly done! Horns must be cut right to the base of the skull, not an inch or a sixteenth of an inch to spare, in order for them to not grow back. If a little bit of horn is left (even a tiny little bit), it will grow back, for sure. But, the horn will not grow back as normally as it would if it were not cut off in the first place.

In most cases, though, you shouldn't cut the horns off a ram, since they're good handles to use to control a ram, and I believe they also help dissipate heat. Only cut the horns of a ram if it's cutting into the skull or hurting the ram in any way, and only then should you cut that portion off, not the entire horn.

They will also harm other cows, goring into them or causing a lot of unnecessary bruising to the meat which will cut quality. Cattle with horns are more dangerous than cattle with no horns. Shaving the points down may reduce the danger factor a little, but horns should still be respected and regarded as dangerous regardless if they're "shaved down" or tipped.
