I've never actually seen them do that, and I've lived on a farm all my life. If it is a particularly windy day they seek shelter instead of going out on a windy day. But if the wind isn't all that bad, they graze which ever way they feel: into the wind, backs to the wind, sideways to the wind, whatever.
