It depends on if they are Jewish or Christian and not all Christians give a tenth. Some of us Christians believe we are no longer under the civil laws of the Old Testament (covering yourself in ashes when you mourn, tithing, etc) because Christ dying cancelled those laws. Also why should God be limited to only a tenth of our money. We are able to freely give as Christians. We do believe in the 10 Commandments (Moral Laws) because Christ reiterated them when He said "the greatest commandment is love" because love covers a multitude of sins.
