I would say beef because of the fact that my dogs perfer beef over any other any other flavor. But in truth not all dogs are the same and they all have different taste buds. But also dogs don't use their sense of taste much at all but instead use their sense of smell to find the most appealing food, and dogs in general probally find beef the most appealing scent.
