I've never heard of a dog using its whiskers to balance. The only thing a dog uses for balance is its tail. The dog's whiskers help it feel how close to something it is...so it doesn't bump into inanimate objects. Dogs really don't need this sense if their sight is good.

Yes. I have two cats that were born with no tails... they have very good balance. I'm sure if a cat loses it's tail it will learn how to climb without using it for balance. And even without tails my cats still always land on their feet.
