Probably yes. I have a titanium hip implant that always sets off the metal detectors at airport security. We are talking about a large implant going through and advanced detector. If you are using a basic detector and looking for a wedding ring or something small I would doubt if it would set it off. Titanium is a nonferrous metal.
If you are talking about metal detector that you buy as a hobby for finding things then yes of course it will. But security metal detectors are adjusted so they aren't usually set off by something like earrings or a ring if that is what you mean. Though if you have a lump of silver in your pocket I imagine you would set off any metal detector. There are many instances of metal detectors detecting silver. Some of the largest treasure finds in the UK were hordes of silver coins found by people using metal detectors.

Airport metal detectors are quite sensitive to metals, this includes metal implants that may have been placed inside your body. Belt buckles, key chains, and steel-toed shoes may set off these sensitive metal detectors. Many commonly used orthopedic implants may also set off the metal detectors.
A security system without a lot of motion detectors, or any, for that matter, would be a good choice because motion sensors are prone to going off prematurely or from the slightest movement. Almost every security system company offers systems without motion detectors.

I personally have never had a problem with it but I haven't been through airport security recently and I know there have been some upgrades.
If someone refuses to take off his or her shoes in an airport, they would not be allowed past the security checkpoint. The TSA agent would take them into a room to determine the problem.
