Yes, They sometimes get confused because in many other countries they have something called VAT, which is not charged on exports.
Foreigners pay taxes in their own countries, and if/when they visit another country, they pay taxes in the form of sales tax (and excise tax that is built in to certain goods like gas). Yes foreigners pay tax. Example: a US citizen pays income tax on income made in another country, to that country. As does a foreigner here...who makes money here. (A German working for say BMW and in the US, pays US tax). Generally local/sales types of tax are paid also, like anyone else. However, the VAT tax, like a sales tax), is able to be refunded to foreigners who pay it for most places and things in Europe. (A US visiting there and paying it on say a hotel room may have it refunded).

Everyone has to pay some taxes. Even illegal immigrants; when they buy something. they pay sales tax.
I am a permanent resident in the US and I pay taxes just like everyone else (income, property, sales...etc) I just don't have all the rights as American Citizens do. So I am legal, just not a citizen yet. The illegals on the other hand don't pay federal taxes because they only work for cash. Anybody that works legally, even if they just have a working permit, but no residency status in the US, has to pay taxes.
It depends on the state you live in. If your state has sales tax, you would pay them on the sales price.
yes
