Technically, they do. The clitoris and the penis are different versions of the same organ.

Women do not have penises in the sense that men do due to a genetic difference between males and females. Females will not develop a penis but will be born without one.

If this were not the case, normal reproduction would be impossible.

Psychologists have studied what has become crudely named 'penis envy', the pseudo-myth that females are in fact jealous of men's penises, the penis being considered a symbol of power or authority in classical art/religion. Sigmund Freud was a big advocate of this idea. Modern psychologists are divided on the subject of its validity.

A similar question could be 'why don't men have vaginas?' A question like this is like saying 'why don't giraffes have dorsal fins?'
