Mammals and birds do. We deliberately "waste" lots of food energy for the sole purpose of maintaining body temperature to be able to function in cold environments.

Other species do this only incidentally, conserving food energy for movement and other necessary body functions. Once moving some of the food energy inevitably wasted as heat can help them stay warm, but they wait for the environment to warm them to "operating temperature" first before making any significant exertion.

Generally speaking, the use of energy of any type eventually ends up as heat.
