There may be guys who do that, for example if you ask him in front of his friends. If he does like you and he says no because he'd feel embarrassed saying yes at that moment, he'd usually come talk to you later to tell you it was just because of that and he actually wants to. I don't see any other reason why a guy would say no if he actually likes you or why he would be embarrassed to say yes.
