Hamsters have a fairly low IQ, because in the wild all they need to do is eat, sleep, make a nest, burrow, have babies, etc.

the intelligence of a hamster is equal to or slightly higher than George W Bush.

IQ is a measure of intelligence, namely what we understand as human intelligence. A hamster can 'learn' (trial and error modifying the way it behaves in its environment) but it cannot be rated on a human standard of intelligence. The hamster does not have our grasp of abstract concepts, self consciousness, problem solving or reasoning skills, nor any comprehension of what those even are.
