I know this for a fact, because three days ago my nephew's horse had a foal which was of such an unusually large size that it was too big to support its own weight. It could not stand up to suckle, so my nephew has to milk the mare every three hours, night and day, and bottle feed the baby. The baby can stand up now but it's shaky, and too tall to be able to bend its head underneath the mare's belly to drink from the mother's teat. The veterinarian has said that my nephew will have to keep bottle feeding the foal for two months, until it is able to eat solid food.
The mare loves and nurtures the foal any way she can, by licking it etc. and has never shown any signs of rejection.

Well there are several reasons for it. Some foals are sick and won't survive but the mother won't harm her baby, but another horse that senses the foals problem may chase the mother off and kill the foal to prevent suffering. Stallions will kill very young foals to cause a mare to go back into heat immediately, and some horses are extremely territorial and will kill anything , foals included to defend it's space.
