It depends on the breed, history/background, personality, condition, and age of the horse. Some horse breeds such as arabians are high strung and spirited, which makes it hard to focus, where as miniature horses are naturally stubborn, but quarter horses are willing to please.
History/background if a horse is a rescue, it may have had a bad background and is too scared to learn if it was ever abandoned or abused.
Personality, if a horse is happy and willing to work, training will be easy, but if a horse is easy agitated and frusterated, training can be difficult.
Condition, if a horse has naturally tender ligaments or joints it may hurt to work, so training will be hard. Conformation plays a role in training. Always check with a vet to make sure a horse is sound before purchasing.
Finally, age, if a horse is young and just starting training it may be hard to get their attention on you. As for a senior that may not have much energy or aging conformation, it can be hard for them to work hard like they used to.
