More than likely yes, you will have to drop the fuel tank. But, to be sure look inside the car just above the fuel tank for an access panel that will allow you to remove the fuel pump without dropping the tank. I do not think you will find one on a 1997 Monte Carlo.

Remove the water supply hose from the top of your 2003 Chevy Monte Carlo thermostat housing. Remove the thermostat housing retaining bolts. Lift the old thermostat out. Drop the new thermostat in and reverse the process.

There is no drain plug on the tranny, you have to take all the bolts out of the pan and drop the pan.

You're going to have to unbolt the steering column and drop it down. The ignition switch will be on the top of the column along with your high beam switch. Unbolt the switch then unplug it.
