I believe that the only legal alternative to going to school is homeschool.

It will vary in different areas and weather situations. In very bad weather, it could be 100% if all schools in an area have to close. In less severe weather when schools remain open, it could be as little as 1% or 2% for students whose parents do not send their children to school.
