Well, the part that says "power" in the move description is the same, but the pokemon's stats get stronger, i.e. more Atk./Def./Sp.Atk/Sp.Def/Speed. This affects how strong the moves are. The type of the move matters too (not very effective/super effective), but you knew that, right?
A hard stone is a hold item, to give to a Pokemon to make their rock (or ground)type moves stronger. It doesn't make any Pokemon evolve.
Pidgey's moves are gust, sand attack and quick attack. As the level grows and it evolves, it can learn more stronger moves. Pidgey can learn fly even if it's not evolved yet.
