Professional cyclist do this because they receive frequent massage (poss 2 x per day) which can be painful if legs are hairy. The oils used also accumulate in the follicles causing spots or boils. Crash rash is also an issue and the hairs will be a source of infection and discomfort as the scars heal.
I was an amateur racing cyclist for 15 years and shaved my legs because it made self massage easier and more comfortable, and made my legs look better.
