The ID for a mob spawner is 52. Type "/give (your name) 52" without the quotations and you should receive a mob spawner.
It is not possible to actually make a mob spawner in any version of Minecraft. Mob spawners are only obtainable via in-game commands or if you use a mod of some sort.
Mob spawners can spawn several mobs. Currently, they only spawn zombies, skeletons, spiders, and cave spiders. If you are using a mod, or MCedit, you can change them to whatever mob you want! There should also be a steve mob on MCedit.
If you are looking for a way to pick them up, well, you can't pick mob spawners up. You can only destroy them with a pick but it can give you a lot of exp.

Mob spawners generate naturally in dungeons, strongholds and abandoned mine-shafts. Dungeon spawners can be either; Zombie, Skeleton or Spider. Stronghold spawners will spawn only silverfish and mineshaft spawners spawn only cave spiders. There are mods you can install to change what spawns in a spawner or to be able to pick a spawner up. You can also place spawners in creative mode, but they will only spawn pigs.
