In Fallout 3, when most characters die, they die for good. There are a few exceptions however. In the player owned houses (POH's), the Mister Handy's re-spawn twice if you kill them.
It depends on your definition of the word respawn. When you die in Fallout 3, your game will load your last save.
After the main quest is complete there are two options. A. The game is over, you die, it ends permanently. B. You go to your game console's store and buy a DLC for Fallout 3 called "Broken Steel" which continues the main quest. And when you beat Broken Steel the game keeps going. It should cost about $10.
Fallout 3 was created by the same people, Bethesda Studios. Many call it "Oblivion with guns."
Obsidian is making Fallout New Vegas because there is a group of people who hate Fallout 3, but love the other Fallout 1-2.And they're a group of people that love Fallout 3, but hate Fallout 1-2.So some people from Bethesda quit that company and joined Obsidian so that both groups love the same thing.Note: The original creators of Fallout 1 and 2 broke apart. Some people stayed, and some people left. The people who stayed made the Obsidian.

Luckily, no! If you have the Broken Steel DLC, then the game will allow you to permanently wander the wastes, even if you complete every quest.
Occasionally Fallout: New Vegas will freeze, but not as frequently as Fallout 3.

I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
