Yes. In the 20th century, during the period of World War II and the Chinese civil war, starving locals hunted and killed pandas along with other wildlife.

But the main effect on the Chinese giant panda population was from fur hunters, either locals or with connections to Hong Kong fur traders. The initial reaction to endangerment was to capture and cage the animals. This policy was only reversed when national preserves were set up, beginning in 1958, and in the 1990's when human populations were removed from the sanctuary areas.

The Himalayan Red Panda is threatened in the same manner, their tails being used to make fur hats.
