Maybe and maybe not. Mobile phones have their own batteries, so whether the electricity is on or not is largely irrelevant to the phone. Nearby towers may or may not be impacted, so even if the phone itself still works, it may not be possible to use it to make calls in the affected area. Home phones... it depends on the phone. Some phones (e.g. cordless phones) need mains power to work, and those will go out if the power does. However, some old-style corded phones draw all the power they need from the phone lines, which get power from the central office. If the central office still has power, this type of phone will still work (assuming the telephone lines aren't down as well). Even if the mains power is out at the central office, they generally have backup power systems (batteries and/or generators) to keep the phones working at least temporarily.
It may be made to do that, as are some TV sets. If the electric power is on and you still cannot start the monitor by switching it manually, it may not be receiving power for some other reason, or it may be destroyed by a power surge.
All submarines have storage batteries. Diesel-electric boats like the ones used during World War II are still used by the navies of some countries. Nuclear-powered submarines also have storage batteries that are used as a backup power supply if and when the sub loses the use of its steam-powered electric generators.

Depends on the power of the motor. A bicycle can have a low-power motor and still be considered a bicycle, which don't require a license.
Electric doors?? Are you talking about door locks? If so, even though they are electric, you can still operate them manually. Disconnect the power to the door locks and they are then manual.
