Probably in soil because if you have too much water it will die and living in water is worst soil helps plants develop and it is better for them to have soil. I suggest you put soil. Plants probably grown bigger in soil.i mistake plans grow better in water

plants grow bigger in soil because soil has much more nutrients than water and if you put the plant only on water the plant will die because the plant needs soil in order to live.if the plant doesnt get soil it will die cause the plant needs the nutrients from the soil.
