Polar bears live on the ice. To survive they pretty much have to eat any animal they can find and kill.
They don't eat Penguins because polar bears live in the Arctic and Penguins in the antarctic, the opposite end of the Earth.
But since polar bears don't travel that far, they can only eat animals native to the Arctic. And there are plenty of other animals apart from Penguins who never make it that far North.
