Many of them do but it is inevitable that some topics will be so far outside the expertise of a politician that he/she has to get advice as to what the proposed law text means and thus enable them to debate and ask questions.

When was voting created?

Voting was created in ancient Athens, Greece, but only certain upper class men were allowed to. They would write their vote on a piece of paper, put the paper in a box, and then afterwards would read the answers. They had a government that was "free", and we have a government that is "representative." In a free government, everyone votes for themselves. In a representative government, people vote on a certain person to "represent" them, and then that certain person would vote on certain laws. So like we vote for a president, and he makes the laws. In Athens, they would all vote on the laws themselves.
