"Count the same as cash" is a vague phrase, but they aren't identical to cash for a variety of reasons:
You can't use them anywhere, only places that already accept Visa (some cards have additional restrictions beyond that).
They generally expire; cash is good effectively forever.
A merchant who accepts cash in payment gets to keep all of it. A merchant who accepts a credit/debit card has to pay a fee to the issuer of the card.
