Yes, normally both girl rabbits hump each other to show who is the top or best rabbit. I also have two rabbits who hump each other, lol. Say you had two rabbits like me and one rabbit jumps on top of the other and starts biting the bottom one, that means the top one is telling the bottom one that its is the best. XD

If the male isn't neutered, then probably it means he is trying to mate with the female. If you aren't trying to breed them, then you should get both of them neutered (or "spayed" as it's called for females), otherwise they won't have a good relationship and the male could hurt the female.
If the male is neutered, then he's trying to assert himself as the dominant rabbit. Rabbits are social animals and live in hierarchies. Occasional mounting is fine but if the male rabbit starts acting aggressively, then you should separate the rabbits.
