Depending on their size and how hungry the piranhas are, they are more then capable of breaking skin. I highly doubt they could eat an entire finger. I recommend trying it to find out for sure. (NOT!)
Yes, piranhas eat pretty much anything. Of course they could devour a whole finger, (minus the bone) they even eat there own babies.
