The Hale-Bopp comet is relatively rare - it only passes close to the Earth once every 76 years. In the last pass, there were several groups that felt there were supernatural or mystical properties of the comet. Some of these groups were covered by the media, although I don't believe anything horrible happened.
Haley's Comet is visible from Earth every 75 to 76 years. The Comet's orbit takes 75 to 76 years to complete, so it only passes by the earth once every 75-76 years.

Debris shed from comets as they orbit the Sun strike the Earth thousands of times per year, but most of the debris, in the form of periodic meteor showers, is pretty tiny; an average sized particle would be the size of a grain of rice or smaller. But for the Earth to be struck by the nucleus of the comet itself? We're not certain that an actual comet has EVER struck the Earth, although we can be relatively confident that objects about the size of a comet has hit the Earth once every few thousand years or so. The probability of a comet striking the Earth within the next 50 years is quite low; one or two percent, but no higher.

You cannot see Halley's Comet once a year. It was last seen in 1986 and won't be seen again until 2061. There is typically a 75 to 76 year gap between when it is seen from Earth. During this time it is orbiting the Solar System and so at this point it is too far away to be seen from Earth. When it comes closer again, it will be seen from Earth.

So meteor "showers" happen on the same day each year.
