shih tzu's can have difficulties whilst giving birth, sometimes to do with there age or health issues or maybe just in general the dog carn't give birth and need a little help, sorry i havent got a good answer but im only 14 and have a 6 month old Shih Tzu so ive done quite a bit of research but if your talking about the dog actually concieving the puppies then sometime it may work and she might be able to have pups but sometimes they carnt like some women carnt have child also if she doesnt concieve her puppies you can try again when the dog is back on her 'heat'

Your dog is a female right? Because if it is, and its having problems nursing, there could be multiple reasons for this. If, for your dog, it is the first time having puppies, it oughter know instinctively what to do, and you should consult a breeder or a vet. They may need to do a number of bonding like things to get the mother to accept them as she may of rejected them at birth.
Some females may have thinning hair after having puppies due to hormonal imbalances and/or the stress of having and caring for puppies.
A female will not generally need help in birthing but if she seems to be having problems and the puppy just won't come out you may need to pull him out yourself, consult a vet if she is having severe problems.

It is very uncommon for a shihtzu to have blue eyes, but it happens. Another shihtzu realated to your puppy must of have blue eyes, not nesasarly the parents. It could be from an aunt, uncle or a grandparent. So I think it probably okay.
