Hard to say if you don't specify which countries you are talking about. Many cultures in the Middle East and Asia have arranged marriages, some of those nevertheless allow the girl to refuse proposed candidates. This however is a matter of custom. In practically all the countries where this happens you will find no trace in their laws legitimizing forced or arranged marriages. Western countries and most non-Islam African cultures allow free choice of partners and often require by law that no-one be married against his/her will.
In countries where arranged marriages still occur, they are usually still prevalent BECAUSE they work. A failed marriage is frowned upon in such societies, to the extent where in some cases a woman can be injured, disfigured or even killed for trying to escape the marriage or committing adultery. In some cases, though, love, or something that looks like it, can develop between the two, and in time they may not have an issue with the fact that their parents arranged the marriage.
There are several reasons why arranged marriages still exist. Some of the major reasons are preserving family tradition, boosting social standing, gaining political power, and marrying into money.
Some people favor arranged marriages for cultural reasons. It show extreme respect to allow one's parents or grandparents to choose a mate.
