The Boy Scouts were started before the Girls Scouts and most of the "lore" such as signs was already well developed even in the first handbooks so it would have to be that the Boy Scout's sign came before the Girl Scout's.
The Scouts were stopped being only for boys in 1994. It was then that the organization for children decided it would be fair to start allowing girls to join.

One of the reasons is that they do not allow public prayer, so if they were part of a Girl Scout troop, the girls would not be allowed to pray with other Girl Scouts.

There are two reasons that support and do not support women being scoutmasters. Yes: it promotes gender equality, some women may be more experienced in scouts than some of the men. No: In a boy scouts troop, they would probably prefer a man to take charge and lead the scouts they are in, because it is outdoors and has been tradition for a long time. Comparison: Guides has been made for girls, and scouts were formed for boys, so keeping the women leading the guides, and the men leading the scouts would probably be the better option.
Girl Guides (and Girl Scouts) were originally started in the United Kingdom. Girls saw what Lord Baden-Powell was doing with the Boy Scouts and wanted to be Boy Scouts, too. Lord Baden-Powell thought that girls should have their own organization, so he and his sister, Agnes Baden-Powell, started an organization for girls which was founded in 1910, and called it Girl Guides. Juliette Gordon Lowe met Lord Baden-Powell and became interested in Girl Guides, so she started troops near her home in Scotland and also helped start troops in London. She thought that girls in the US would also be interested in being Girl Guides so she started the first troop of American Girl Guides in Savannah, Georgia in 1912. A year later the name was changed to Girl Scouts.

Well, I was a eagle scout & from my experience of boy scouts I would have to say that boy scouts are harder than girl scouts. In boy scouts you have to go to camp outs that are sometimes more than a week long , with girl scouts you have to maybe sometimes go on a camp out that may last at the most 2 days. This doesn't even include the physical requirements a boyscout has to have to make it to a higher rank such as eagle, so i would have to say boy scouts would be harder. Another perspective: their missions are very different, so it's hard to compare how difficult they are. Girl Scouts progress in leadership skills and plan their own programming as they get older. Boy Scouts also plan program, but it appears that most of the content is set up by the national association. While the path to Eagle Scout or the Gold Award is a rigorous one, not all scouts pursue these goals.
