They have a treaty because the Cullens swore that they were different. To make sure they were different they made the treaty that says that they can't bite, not eat, anybody from that point on. If they did they would be killed. So the deal with the treaty is to make sure that the humans are safe from most of the vampires. I think that kinda answers your question.
