the treaty is between the Cullen vampires and the quilete wolves it says that the vampires aren't allowed into the wolves reservation and that the wolves can't come onto the vampire teritory. Also the vampires can't feed on the reservation. the wolves job is to protect the humans but they can't if its on the cullens teritory or if they are nearby.

I have read eclipse and if the film sticks to the book then aro will not appear although in the book the volturi appear briefly although it is not aro, caius and Marcus just some of the guard(Jane, Felix and demetri ect).
