I just had this problem. It turns out there's a plastic piece on the brake that hits the Stoplight switch. If the Stoplight switch is not depress, the rear park lights (stop light) would stay on.
Your handbrake will be adjusted when you have your rear brakes adjusted by a mechanic. You can go to any brake shop and have them clean and adjust your brakes and this will fix the handbrake by doing so.

jack rear of car use jacks,with the hand brake off pump food brake 2-3 times,with food brake pressed down pull hand brake up in a normal manner 3-4 times ,this should reset the handbrake.
