Yes, to do otherwise you are entering the realm of psuedoscience. People would intentionally or unintentionally re-order their findings in order to prove their pre-conceived theories and ideas. They have already arrived at a conclusion (which is the FINAL step), and will come up with theories and experiments to reinforce that conclusion.

"Christian Science" is well known for doing this.
