I you touch it, and it shocks you, then it was statically charged.
The charge is evenly spread inside and outside
Either one can acquire a static charge.
Balloons fall off the wall after being charged because they soon run out of the charge they had through the air and the wall...
The process by which hair itself becomes statically charged is a bit involved to understand, but if you will admit this, notice that each hair may individually become charged, and therefore the many thousands of hairs on your head, with their large surface area, may carry a lot of charge.

yes
To be statically charged means that an object has more of one type of particles than another. For example, if an object with more electrons than protons is negatively charged so we say that the object has built up a static charge.
In our atmosphere, about the size of the earth. Perpetual and statically charged.
An insulator Becomes statically charged when rubbed against another insulator
Either one can acquire a static charge.
The charge is evenly spread inside and outside
A statically charged ion is formed when there is an imbalance of electric charges within or on the surface of a material especially relatively non-conductive insulators such as plastics, paper, glass, and ceramics.

Nuclear binding energy holds the charged particles together.
If i remember correctly they are in the chimneys. The soot is statically charged so it gets attracted to metal plates on the side of the chimney. So clean air leaves the plant and all the horrible soot is collected.
