It is not designated as per diem, but it works similarly. Congress members receive an expense allowance to cover travel and office staff. In 2010, it averaged $1.3 million per member.
Unless things have changed recently, there are no sanators in congress, but there are 100 senators ( 2 for each state). As far as I know, DC, PR, the Virgin Islands and the other US territories do not have senators.

There are several variables. In some states the foster family is paid a per diem per child. This is meant to cover the expenses of the child (other than medical).
