In the case of Israel, yes. It is a known fact that Israel does not START the war, but it most often finishes them. The Security Wall actually protects travelers along heavily traveled roads from random violence from the people on the other side of the wall. There has been a decrease in attacks since the wall went up, so from a practical standpoint, any measure that is essentially defensive in nature (as this is) and does no harm to others is an excellent measure. The ongoing bombing of Ashkelon is a point of fact. Given that the Israelis vacated Gaza in order to promote peace, so far the daily bombing of a town outside the borders of Gaza is totally unwarranted. Also given that power TO Gaza comes from Ashkelon, this would seem to be a foolhardy move on the part of the Palestinians. So does a wall make a country safer? To the extent that citizens are protected from random acts of violence along that wall, yes.
