This is best explained using an example. Imagine you live in New York and you want to go on holiday in Australia. Its a very long flight. Most planes need to stop somewhere to refuel. Lets imagine your plane stops in Japan to refuel. Now, you can just continue your journey immediately of course, but then you wouldn't be a stopover tourist. Another option is that you can stay in Japan for a while and do some site seeing or whatever prior to continuing to your final destination (In this example, Australia.) This would make you a Stop over tourist.
If the pilot has a license to spend money in Cuba, the plane can legally be refueled in Cuba. Unfortunately, if you're not a journalist, academic researcher or Cuban-American who has family in Cuba, you can't get this license.

the most useful reason is so that they do not need to refuel while on the ship. they could also switch the type of payload that the plane was carrying.
