No dog is completely hypoallergenic. People are allergic to the saliva and to the dander. Although Westies very minimally shed (pretty much like people loose hair), they do have a little dander, and definitely have saliva.
All dogs may have untoward reactions to eating raisins, grapes, raw onions, some plants and plant leaves, and chocolate. These may or may not be allergic reactions, but they can be toxic and harmful to dogs.
West Highland White Terriers as a breed are not allergic to anything in particular. But different dogs can be allergic to different things, just like humans. Talk to your Veterinarian for more information.

Note however, the dogs themselves are prone to skin sensitivity due to their breed and colouring.
If it's EXTREMELY EXTREMELY serious allergies then it's probably not a good idea. But I have a "Westie" and my dad has severe allergies and when we got our dog he had absolutely no problems. And you can hug them all you want and nothing happens meaning that they are hypoallergenic (or relatively unlikely to cause allergic reactions) because they have hair instead of fur!
