Not really. It is more like what comes out of your nose and mouth when you sneeze. There is some water around the blow hole and when it opens to allow the dolphin to breathe, the water is sprayed out.

When a whale dives deeply, its bodily processes slow, cutting off the flow of oxygen to non-essential areas of the body. This conserves the amount of oxygen it has inhaled and increases the time needed between breaths
