I would say in general, yes, knowledge of and obedience to laws is key to being an ethical worker—making sure you and your company don't get in any legal trouble is pretty important. It's worth pointing out, though, that oftentimes laws don't go far enough to protect vulnerable people, so it's often not enough to just follow the law. You have to have your own set of ethics, too, and remember that legality doesn't automatically equal morality.

Law and ethics are often divergent. What's important in my opinion is being ethical with those around you while defending those around you, both co-workers, clients and casual associates from any unnecessary threat.
The law doesn't really come into my decision making except when it happens to correspond with some morally positive action or attitude so that it can be used to add weight in the eyes of those who value legality in and of itself for whichever abstract reason.
