You should be able to connect your iPod-touch to your PC computer, you will want to have iTunes downloaded on your computer though. You may have itunes all ready in that case when you plug your ipod-touch it will open automatically if not you can download itunes here: http:/www.apple.com/itunes/download
NOTE: it is set up to download the mac version at the bottom there should be a button saying get itunes for windows click that and it will be set up for windows.
otherwise i think you can just use your ipod as a drive and drag and drop music files into it and it should work, but you need itunes to activate your ipod at first.
