All cultures categorize some behaviors as "masculine" (construction work, sports and soldiering, for example) and others as "feminine" (cooking, dancing and shopping, for example). If a man feels like cooking, or a woman wants to do construction work, they're challenging the cultural norms, which can be scary, but it's not really "feeling like the opposite sex." Some people even enjoy wearing clothing associated with the opposite sex. Again, it may challenge the norms, but it's harmless, and doesn't necessarily have anything to do with whether the person is male or female.
On the other hand, it's very possible to feel like "a man in a woman's body" or vice versa. Somehow or another, their body just doesn't feel right, like uncomfortable shoes. This is a very deep feeling that can show up early in life and never go away. It's called "gender dysphoria" and it can now be treated by "sex change" surgery.
