I have a 5 weeks and 18 weeks old dogs and they love to drink cold water. I monitored them and everything seems ok. I tried to give them room temperature water and they do not drink it. So I put cold water (bottled water) in there bowl and they love it! I found it not good to give animals "tap" water, too much chemicals, etc. in it.

If you are referring to a regular building, the cold water feed pipe goes directly to all cold faucets, toilets and hot water tank. The purpose seems obvious.
You should never give your dog icy cold water. It can be cool, but not cold and I give my dog tepid water (same as body temp.) Dogs will often vomit if they don't like their diet or if they drink water too quickly or they are hot and drink icy cold water. Ice water isn't even good for humans if they are too hot.

Check piping. Make sure cold line going into cold side of water heater and hot side coming out hot side. Cold feed for water heater should come off main cold line. Make sure valves are open to and from water heater.
