To do so, according to the first few Pokemon movies, they found a mew hair, put it in a cloning machine, and then Mewtwo was created and came out of the machine. If you are talking about Mewtwo being before Mew in the Pokedex, based on the movies, Mew was originally thought to be a myth, so when Mewtwo was created/ cloned, his information was documented before Mew's was. Either that, or the game creators failed.
