Mew was made before Mewtwo. He was cloned in a lab, but then with his intelligence and rage (and uber psychic powers) destroyed the lab.
Mew was born naturally, he is said to have the genes of all Pokemon, and he existed in ancient times too.
On LeafGreen and FireRed, Mewtwo is a natural occurrence in the game, within the cave, while Mew is a Special Event Pokemon.
Mewtwo was not made before mew. According to the Pokemon series and its movies, Mewtwo was a clone of mew, so mewtwo was made before mew. Also according to the Pokemon series and its movies, Giovanni and the rest of Team Rocket had decided to make a machine to clone the hair of mew into another mew, so they can have one, but it turned out to be much more powerful than a regular mew, and became mewtwo. It was cloned through complicated machinery designed by Team Rocket scientists and Giovanni.
To do so, according to the first few Pokemon movies, they found a mew hair, put it in a cloning machine, and then Mewtwo was created and came out of the machine.
If you are talking about Mewtwo being before Mew in the Pokedex, based on the movies, Mew was originally thought to be a myth, so when Mewtwo was created/ cloned, his information was documented before Mew's was. Either that, or the game creators failed.

You can always fight the Elite Four again. That allows you to find Mewtwo again. It worked for me in Pokemon X. It is best to save before you make it faint. Do so BEFORE you enter their caves! SAVE BEFORE BATTLING LEGENDARIES.

yes it is possible but very very hard First of all you need to save before you start so that you can try again when you mess up. Then get about over 30 ultra balls and get it to the point where the mewtwo is almost fainted. Make sure the pokemon is not dizzy or poisoned. Just keep throwing ultra balls at the mewtwo and make sure YOUR pokemon is strong too. It is better if you make the pokemon sleep.
