Disney ran this promotion in 2009; it has long since expired. You can stop by City Hall once you've paid for admission to the park and pick up a free Happy Birthday pin, though. You might also get a free dessert at some of the park restaurants if you ask (or even if you don't ask but are wearing your birthday pin).
