yes , you actually can . the clouds during overcast create a mirror liek reflection . so when the sunbeams bounce off the overcasted clouds , its 2x more powerful then the rays of a sunny day .

UV rays that cause skin damage and then tan our skin, bounce off clouds, so you can get a tan if the cloud cover is not too thick. If its a storm day, UV is bounced back into space. Most of the time clouds reduce the levels of UV to some degree depending on thickness and how scattered they are.

Probably not , sun tan is caused due to sun rays. In rainy season there are no sun rays . So one do not get suntan when its raining.
