The rate that the RSPCA destroys animals is not pretty, but they seldom broadcast the fact. Lots of other animal charities never destroy animals except in truly hopeless cases of disease, injury or decrepitude.
the equivalent of RSPCA in France is the SPA association (Société Protectrice des Animaux). Their website offers some information about the laws regarding cruelty against animals, but there is no indication that they have inspectors.

Many RSPCA's have volunteer positions available and when paid positions become available, volunteer staff are often chosen to fill them. Put an application in at your local branch, I am sure they would welcome the help.
